The Owners Corporation Committee has installed CCTV in common areas for increased building security. Please be advised that video surveillance footage is not available for release directly to lot owners or residents.
In the event of theft, property damage, or a break-in:
Report the Incident to the Police: You must report the event directly to Victoria Police to obtain a police report/event number.
Police Request Process: Victoria Police must contact the Building Manager directly to request the footage.
Owners Corporation Review: The Owners Corporation will review the relevant footage internally to assist you with general information where possible; however, all official footage transfers are strictly handled via Victoria Police.

This policy governs the installation, operation, storage and disclosure of footage from the CCTV system installed in September 2026 covering common area and basement car park locations within the building. It sets out how the Owners Corporation Committee (OCC) will balance building security against the privacy interests of owners, occupiers and visitors, and provides a consistent process for handling requests for footage. The OCC has set up a “Security Team” sub committee specifically for this purpose.
This policy applies to:
All CCTV cameras and recording equipment installed on common property, including lobbies, corridors, lifts, stairwells, entry/exit points, and the basement driveway and vehicle access/circulation areas.
All footage captured by that system, however stored.
All requests to view, obtain, or have footage disclosed, whether from owners, occupiers, committee members, the strata/OC manager, police, or other government bodies.
This policy does not authorise, and cameras must not be positioned to capture images of the interior of individual Lots, the interior of storage cages, or areas where a reasonable expectation of privacy exists.
The OCC acknowledges that the Surveillance Devices Act 1999 (Vic) — prohibits using an optical surveillance device to observe or record a "private activity" without the consent of the participants. Activity in genuinely shared common areas (corridors, driveways, car park aisles) is generally not "private activity" because people using them can reasonably expect to be seen by others.
Camera coverage and access rights differ depending on what a camera is pointed at. The OCC's authority to install, operate and disclose footage rests on the area being common property; it does not extend the same way to footage that happens to show a Lot.
If an owner wants dedicated monitoring of their own space or cage, that is a matter for the owner to arrange at their own cost (e.g. a private camera limited to their own lot), subject to OC rules about alterations to common property (for mounting/cabling) and not capturing other Lots or Common Property without consent.
Placement
Cameras are sited to cover Common Property only: entry points, lobbies, corridors, lifts, stairwells, and the basement driveway/vehicle circulation aisles.
No camera may be directed so its primary view is the interior of a Lot, the interior of a storage cage, or another area where a reasonable expectation of privacy exists.
No audio recording
The system records video only. Audio recording is not enabled and must not be enabled, given the stricter consent requirements for listening devices under the Surveillance Devices Act 1999 (Vic).
Operation
The system operates continuously, recording to secure storage.
Live viewing and footage export is restricted to the persons in the Security Team as nominated by the OCC.
The Security Team will only access cameras:
upon a Police request
for maintenance, including checking that cameras remain correctly positioned and functioning.
Retention period
Footage is retained for 30 days on a rolling basis and then automatically overwritten, except where footage has been isolated because it is:
The subject of an active request or investigation;
Relevant to an incident, claim, dispute or legal proceeding; or
Subject to a police hold, warrant, subpoena or notice to produce.
Isolated footage is retained only as long as needed for that purpose and is deleted once it is no longer required (subject to any legal retention obligation).
Storage and security
Recordings are stored on the system's dedicated recorder/server, which is kept in a locked, access-controlled Common Property location.
Remote or exported access requires a login issued only to Security Team members, as authorised by the OCC.
Access log
Every request for viewing, exporting or receiving footage will be logged via the security@stanleyroden.com group mailbox. This will serve as an audit trail for requests made and processed.
